The project arose from the need to develop a single, systematic plan for the series of interventions being supervised by the Delegate Commissioner for the socio-economic and environmental emergency that exists in the Marano Lagunare and Grado Lagoon, as defined in Ministerial Ordinance 3217 of 3 June 2002 and subsequent modifications and supplements.
The plan, which emphasizes operational aspects, delineates objectives and strategic guidelines, as well as the range of intervention activities to be carried out. The adoption of a systematic approach allowed individual interventions, identified with respect to location, timeframe and use of resources, to be incorporated into the plan.The drafting of the plan was initiated after analyzing the project’s regional, regulatory, planning, socio-economic and environmental context; the drafting process included:
• Identification of the objectives of the Operational Plan;
• Determination of the corresponding operational strategies for each objective;
• Development of the planning stage itself, which included identifying the interventions to be realized and their interrelationship, preparing a general schedule, defining priorities and calculating the economic resources required.
With respect to the activities being supervised by the Delegate Commissioner, the plan deals with the following intervention topics: remediation of contaminated soils and aquifers, dredging to maintain navigability and management of the dredged sediments, restoration of the lagoon ecosystem, protection and morphological restoration, pollution loads from the drainage basin, gathering additional data, an integrated monitoring system, sustainable development and publicizing the activities.
