ITS-TAP pilot project for the intelligent control of the access points to the centre of Beijing

Design and creation of an integrated system for sustainable mobility in Beijing. When pollution levels, measured by an appropriate network of stations, approach predetermined thresholds, it is possible to prohibit circulation in the city's second ring by high-pollution vehicles, which are marked with a yellow tag and registered in a specific database. A network of traffic monitoring stations located at the access points to the restricted zones record traffic flow and types of vehicles, and also read the vehicles' registration plates, penalizing those that are not authorized. A computerized public transport management system will permit access to the restricted traffic zone during these periods. The air quality and traffic data will be fed into a model that will simulate various traffic planning scenarios and evaluate their environmental impact.
The system includes:
- a public transport management system with 200 on-board systems (including computers, driver’s terminal, on-board audio and video announcements, passenger counter), 20 information panels at bus stops, 3 storage systems, an operations centre equipped with service scheduling software, real time monitoring with estimates of times for reaching the stops and the final statement and analysis of the service data;
- an air quality monitoring network, with 6 permanent stations, 1 mobile station and 3 portable stations;
- a traffic monitoring network with 22 portals equipped with radar for counting and classifying vehicles, and cameras with registration plate recognition;
- a data centre that collects air, traffic and public transportation data, displays it in an integrated manner and feeds it into a model that correlates traffic and air quality data.
The results for the ITS-TAP project relating to public transport led to the IBOCS project for managing the Olympics transport lines in Beijing.
