Feasibility study, project drafting, technical assistance and drafting of the tender proposal for the realization of the CVTMIS (Croatian Vessel Traffic Management and Information System) for monitoring ship traffic in Croatia as part of the Europeaid - Phare 2005 project.Through the continuous monitoring of ship traffic along the east coast of the Adriatic Sea and in accordance with European Directive 2002/59/EC pertaining to the establishment of a Community ship traffic and information monitoring system, the CVTMIS system will increase navigation safety while simultaneously improving the port structures’ efficiency of use and reducing the risk of accidents and their environmental consequences.
The proposed CVTMIS system is based on high-sensitivity radar equipment, radio direction finders, remote controlled cameras, AIS equipment, meteorological stations located along the coast to monitor traffic, a national operations centre and several regional operations centres, all of which integrate with the existing port systems in the main Croatian ports (Rijeka, Ploče and Split) and the existing European systems (SSN – SafeSeaNet).
In addition to the technical aspects, the organizational structure, planning of the system, and determination of the human resource requirements were also addressed.
The existing international, European and Croatian legislation applicable to VTMIS services were analyzed as a preliminary procedure in preparation for recommending possible amendments to Croatian legislation.
